Most of the coaches I know do not even consider a full time keeper until U11. You can hurt their mental toughness if they dont have a strong defense. At age 13 is really where most of the girls playing keeper will start to learn to command the defense and team. There are a select few that do it earlier.
Typically after U11 there is a primary GK and GK hoping to play that for playing time usually plays the field.
Plus not many parents enjoy watching their "princess'" throw their body in harms way

I'm a big hockey fan. I wish she'd throw herself in harm's way more...makes it more exciting. lol j/k
She is technically very sound...needs to work on being more aggressive. Does that improve with age? or if she doesn't have it now at 10, will she mature into it?

If she loves playing keeper she will mature into it. If she wants to continue to play keeper, have her focus on the technique. The rest will come with experience.
As to your earlier question - there will always been teams in every age group searching for a keeper. When the rosters expand to 18 is when you will see a majority of teams have 2 keepers.
