According to law 9 and the ATR, to be put into play the ball must be kicked and moved. Difficult to kick with your knee.

I think the ball was actually put in play, never mind the skills level of either using knees, back heels, head or otherwise.
The player 'played' the ball and it went at least one full turn, before the other player touched it. Had he completely missed contact with the ball, then that rule would have applied.
Even the kick taker new that the ball was in play, that is why he tried to avoid re-playing it (second touch). 20/20......he should have just done that and hopefully stop the counter attack that resulted in a goal.

I think you need to brush up on your LOTG. Kicked and moves is the terms. What you reference hasn't been applicable in some time now.
The smart thing for the player to do would have been to double-touch it so his defense can get back had it been put back into play. The referee mis-applied the LOTG in this scenario.
