Thanks BW. This sheds a little more light on why some of the jumping around happened lately.

Is it always the #1 team that sits in the top tier by themselves?

Nope. There are no restrictions on how many or how few teams can be in a ranking tier. It is based simply on results using an 80/20 rule (a team should win or draw >80% of their games against teams from ranking tiers below them, between 20%-80% of games against teams from the same ranking tier, and <20% of games against teams from rankings tiers above them).

RASE '05 was also in Tier 1 until they dropped from the rankings after all of their fall results against '05's fell off the history. Hyppia was also in D1 until their recent draws that required dropping them to Tier 2.
