Would be fine if the team provided the other players on the team the opportunity to opt out of their existing financial committment/contract, or do away with the mention of teams in the contracts all together and make the contracts with the club to provide training and rostering of your DD on one of their teams (at their discretion) for X number of games.

This might be a dumb question about this rule but here goes. How would the club dues work in this situation?

A teams budget is usually based on the number of players on the team and the costs are allocated across the board.  Would a player moving up and down between two teams have to pay dues to both? I am sure the parents will love that!

Not sure all the kinks have been worked out on this rule yet.

Players will only pay dues for one team.  Odds are that the dues would be paid to and accounted for by the original team.

So, are we all still speculating on this, or has anyone seen anything approaching "official" that such a rule change is in the offing?

Any changes to the actual rules/bylaws posted on either the NTSSA or LHGCL website?
Any notice posted somewhere on the NTSSA or LHGCL website notifying of the rule change?
Any "official" e-mail communication from NTSSA or LHGCL sent out to Coaches/DOC's/Team Managers related to this subject?

Again, I find it strange that we are <2 weeks out from signing contracts and forming rosters for 2013-2014, yet no one seems to be able to provide any actual documentation of an imminent rule change that could have significant impact on how rosters are formed for the coming year.

As a former manager for a big club, I still get the corporate emails from the them.  In the latest email the following was listed as changes for the coming soccer year:

 

I am very excited this year with changes that are being made in North Texas.

1. New Electronic Fact Sheet

2. Wait until you see the New Player Passes (ID Cards)

3. Club Pass Rule

 

No detail was given for #3.

Based on the wording, I'm assuming that e-mail came from NTSSA and not LHGCL?

At least now there is something behind the rumors, although I still find it a bit strange that if they are implementing a new club pass rule for this year, that are no details on the how exactly the rule will work for league play this close to signing day.

They have this rule in lots of other places. It is meant to be used when a team will be missing players. Does it get abused of coarse. In Colorado the way the rule works is you can not club pass and play on two teams in one day. However if your dd's team plays on Sat. the club may use a club pass for her to play on another team within the club on Sunday. Again suppose to be used to stop teams from playing short or with minimal subs. Lots of paperwork involved and can not be done last minute. I've seen this work but also have seen it be abused as well.

So, from what I have heard, Region 3 has to vote to approve the rule and they have not done that yet and plan on voting mid July... if they approve it, it will be up to the leagues to decide if they want to use the rule, which I have also heard LHGCL will accept the rule.  However, Region 3 will give minimal direction with the rule and it will be up to LHGCL (and other leagues) to decide how to implement the rule and the guidelines they place with it.  So, it could be Spring before the rule is even in effect in North Texas.

This would change conversations for teams with 11 or 12 ready to sign but looking for 3-4 more...if a "failsafe" is in place, then teams that would have historically crumbled will have a legit shot to stay together...as long as they were with a big club...I still don't like it overall unless it limits/polices DOWNWARD movement. Playing a few ringers to stay up at the end of a season...or to win the league in a close race just seems very unethical...to be honest, I don't really like bringing in ringers in tournaments either (one thing I like about club soccer is losing the "guess" players), but league play too?? I guess I preferred it when I knew which ones were mine and which ones were yours...what happens to the Sting/Solar/Texans/etc. teams who play in the same division...both can pull top players from the mothership to play each other?? Just seems wrong.

It sounds like this rule will be in effect.  Players on lower ranked teams in a club will be able to help their higher ranked sister teams.  A player would not be able to play on both teams in one weekend or play down.
