You won't be fine. You can probably submit a roster with 14 of the 22 on August 2, but with injury rates at this age, you will be lucky to get to 11 on the field regularly. Last year, the DDs 96 team with 20 rostered (and active) tended to run about 14-15 players once you got into the season. At one point the year before, the coach remarked that he had worried about getting his bench playing time with 19 on the roster, but due to the injury issues, he had become more worried about having enough subs.
Since the max roster is 22 you will need to leave room to pick up a player or two if you can, so you don't want to submit all the ghosts from the preliminary roster.
If you want to be honest about it, you best get some real players recruited between now and 8/2, so you can submit a legitimate roster, or withdraw from LHGCL if you don't.

As a bunch of Juniors, your team probably does not want to play up in the U19 as you will only get half the games compared to U17.

You do need 14 on your roster, but, you can come up with a scholarshipped 14th to meet that 14 player requirement. That still doesn't help with the inevitable church/school/injury conflict dilemma.
