No and No.
As long as the club coaches are placing kids somewhere where they can play and get an education, parents don't seem overly concerned with where for the most part.
Seems for the last several years that the truly elite from NTX tend to head east or more recently west.
The problem seems to be for the college coaches. The in-state Texas and nearby state college coaches that try to win with the other players from NTX seem to struggle with winning enough to have any longevity. Someone new comes in and recruits NTX so the opportunities are there for the players as long as they are flexible on their school choices.

Yes.
TCU's women soccer has never won a conference championship or played in the NCAA tournament. The team has been recognized for academic performance for the last several years and it is increasingly harder to get into TCU with the national exposure of the Fiesta and Rose Bowl years.
By the way, 12 of 21 from the fall roster are from Texas, including Plano West and some Dallas Texans national champion teams. 2 of the 12 transfers. 3 freshman are from the same Illinois club team, but latest class is about 50% home grown.
After lots of shutout losses, including to Tech and North Texas, I'd say the new commit needs to bring a few attacking friends.

Where do the out of state players rank nationally and in their respective states as recruits?
Not sure why top recruits from CA, AZ or CO would be coming to EB and TCU. If that is the case, then more power to him.
