After Round 1, the 13 Bracket winners will qualify for the league in Division I. All 2nd and 3rd place teams along with the two 4th place teams with the highest percentile points will advance to the second round. The remaining teams are eliminated.

Huh? That isn't accurate. All teams will play 3 games during each week of QT.

When the 01s qualified there was one bracket that only played 2 games the first weekend. It is just based on the number of teams that apply.

1) Have a properly registered competitive team with NTSSA, with an official NTSSA roster of at least 14 players (16 is the max # of rostered players allowed by LHGCL at U11)
2) Applied by the deadline and paid the entry fee (usually $800).
If LHGCL was in the habit of declining teams, then every year, they would have a multiple of 4, so that you could have an even set of 4-team brackets for week 1. That is not the case.
The LHGCL QT does NOT have a minimum game guarantee. A number of teams will be eliminated after week #1 after playing 3 games at MOST. The # of teams eliminated after week 1 varies depending on exactly how many teams enter the tournament to start. In the past 4 years at U11 - 8, 4, 5, & 11 teams have been eliminated after week 1. If the # of teams entering the tournament is not a multiple of 4, it IS entirely possible that you could end up in a 3-team bracket, and get eliminated after week 1, having only played 2 games.
The combination of the $800 entry fee + the lack of a minimum game guarantee, is generally what limits the total # of teams that enter the tournament. Teams/Coaches generally have a good idea as to whether they have a realistic shot at qualifying, or at least making it to week #2. Teams/Coaches that don't have a strong feeling about their chances will tend to be adverse to paying $800 for the possibility of only playing 2 or 3 games.
For reference, the U11 QT had 48 teams when the '00's qualified, 43 teams when the '01's qualified, 45 teams when the '02's qualified, and 52 teams when the '03's qualified.
...and to make it perfectly clear for everyone... The FBR rankings that I publish are in NO WAY affiliated with LHGCL, and to the best of my knowledge, LHGCL DOES NOT use FBR in any way, shape, or form, as part of it's seeding process for the QT. In fact, I have 3 years of comparisons between the FBR and LHGCL QT seeding that clearly show that there is no direct relationship between the two.
Now, with that said, FBR has a pretty good track record at predicting who will qualify for LHGCL at U11. For the '01's-'03's the final Pre-QT FBR has correctly predicted 77 out of 90 teams to qualify for LHGCL (86%). FBR has also correctly predicted 53 out of 60 teams to qualify for the 20-team D1 supergroup over those 3 years (88%).
