Teams remaining in D1, will shed their "dead weight" either through parents leaving for lack of playing time, or cutting.
11-15 in D1 (becoming D2) will remain pretty much intact, might add a player here or there, might lose a stud to a D1 team.
16-20 in D1 (becoming D2) will struggle to make for next year. Studs are gone to D1, next tier will take bench positions on D1 or upper D2 teams.
D3 teams - an extra 2 to 3 teams will get promoted to D2 due to D2 teams failing to make. The remaining D3 teams stay intact, and in some cases get stronger, due to displaced players from blown up D2 teams. If the displaced players are not able to make a bench on a D1 team, they will look for a starting spot on a D3 team.

This does not happen (at least on the girls side) from what I've seen.
If you have a LHGCL bye, you will get girls to fill any open roster spots. They may not be the kind of player the coach wants, but there's not shortage of kids wanting to be on a LHGCL team.
