Primetime is sanctioned by US Club.
NTSSA/USYSA contract rules do not apply to US Club leagues and tournaments (ECNL and Primetime).
So you do not need a release to play in a Primetime league with any team, within or outside your current club.

If the team is in a different club, it's a bit of a gray area. If the players are registered and playing for a team in an NTSSA sponsored league such as LHGCL/PPL/APL, and, in addition, are playing in Primetime (even if the roster is different from the NTSSA roster), technically, you would be violating NTSSA rules by training with them without a release.
If the team/players are ONLY playing US Club (ECNL or Primetime), then you wouldn't need a release to train with them.
It really comes down to if someone decided that they wanted to make a big stink out of it.
