Sorting out D1 and D2 for age groups

With age pure implementation, what is LH thought process for determining who plays in D1 and D2 for 00s and 99s?
Teams decide age division to play in.
Once LH knows D1 and D2 bye vacancies can a team change the age they are playing in if that means they can play in a higher division?
Do teams get bumped up where vacancies are left in an age division? If so, does this mean a team missing D1 by 1 spot would move up to D1? Would a team missing D2 bye by 1 spot move up and receive D2 bye?
What other considerations go into determining D1 and D2 teams?
