Tulsa was originally slated to be included. For u12 and up. They went so far as to request 2 games on one day like every other weekend.

Obviously that didn't happen.

yes, but that is an arbitrary inclusion criteria designed by the 5 clubs that put it together. That isn't some ECNL national rule or anything.

How do you determine the top 4 if no scores or standings are kept?

If other deserving local clubs were included, we would be back to LH D1. How dare the Big 5 associate themselves with non ECNL/independents...
