Not to mention that the solution to the problem would also allow Kicks and D'Feeters to CPP players between those teams in LHGCL...

By the way... I think I just figured out what the real reason for this rule was, and it has nothing to do with excluding Kicks from JDL...
It has to do with NTSSA having more restrictive rules regarding player releases than US Club. US Club does not explicitly prevent players from requesting a mid-year release and joining another US Club team. So, this is the clubs using the NTSSA rules to prevent mid-year "player hopping" between JDL Clubs/Teams, and keeps the power in the clubs' hands to control the granting of competitive releases.
Kinda surprised I didn't figure that one out earlier, but anyways, there you go...
