Don't know about record low, but definitely the lowest in recent memory. Going back to the '00's, the lowest was 43 with the '01's and that was 11v11.
What's up with the '07's??? Only 38 teams going for 30 spots while the '06's have 23 teams going for 4 spots???
Not to mention as I understand most of the '07 JDL teams are going to pull double duty in LHGCL this year as well...

Except that there are 38 teams in QT and this formation only has 7 x 4 = 28 and 3 x 3 = 9 for a total of 37. Somebody didn't do the math correctly.
