Guess you haven't tried competition gymnastics, they start them at 5 yrs old, 4 days a week for 3 hours a day and more. They redefine "over-involved".

When an organization has rules that they can't/won't enforce, is there any value added by those rules? I don't believe so. If anything, by having rules that aren't enforcable, it hurts the organization as a whole. You have some people that play by the rules being handicapped by the people that don't play by the rules because they know there's no penalty. Better to just get rid of stuff like this.

JUSTIFICATION: Keep teams participating in NTSSA sanctioned leagues and to increase player participation. As recommended by U.S. Soccer’s “Curriculum” document for player sessions per week. Align rule to current league playing environment. Remove portion of the rule that is not enforceable.
