The only way it makes sense is if U12 D3 is stronger across the board than U11 D1. It would take an additional two years playing well to get to the top.

It is about what will develop his team and the girls the most. In my opinion I would play in the Boys Classic league for a couple of years...U11,U12, and then U13 and then that team will be going ECNL anyway and it depends on when that happens, at what age...and or they could enter the boys pre- Academy League.
The SRSA team is already beating all the girls so it would be a wasted year in the U11 age group. Why wait for everyone to develop and your team stagnates or play in the u12 D3 would be worse than the U11 in my opinion....best options is IMO is Boys Classic.

I think you will see 1 or 2 players (maybe more) go and play on a D1 - 02 team, leaving a still strong 03 team in tact.

Just scattershooting here...
The point of a dominant '03 team trying to qualify for '01 LHGCL D3, is to play a level of competition that will provide significant challenge to aid in the development of these players... challenge that they don't feel that they would get playing in '01 D1, or '02 D3 (totally justified IMO)...
HOWEVER, what happens if it turns out that the mighty '03 team isn't quite good enough and FAILS to qualify for '01 D3?
Suddenly, no league to play in p-e-r-i-o-d.
While this is all great "what if" talk... I just can't see any group of parents in such a situation taking that big of a chance.
Count me as a doubter that this will happen. Not because I don't think SRSA '03 could do it, but because I just can't see anyone taking that big of a chance.
My guess (and that is all it is), is that you will see SRSA '03 in LHGCL U11 D1 next year, either in it's current completely dominant form, or in a slightly less dominant form as a small # of their top '03's move up to play on SRSA '02 (or heck, maybe even SRSA '01). Then, you will see SRSA '03 playing up in U12 division of any tournaments that they enter, much the same as FC Dallas '02 and Texans '02 have done.

l) All teams must participate in their proper age division. No team will be allowed to “play up” during the soccer year unless special scheduling for the age division is provided by the Age Division Commissioner. All special scheduling must be approved by the LHGCL Executive Board.

Consider a few factors:
- The tournament fee ($800) is pretty steep
- There are no "Silver" or "Bronze" brackets to group lower level teams together. You will get a game against a top 15 team and a top 30 team.
- There is no minimum game guarantee - if the tournament doesn't have a # of teams = a multiple of 4, there will be 3 team brackets and you could only get 2 games and get eliminated.
I think those factors help to keep the total # of teams entering in the 40-50 range.
