Cosmic intuition, you want to reduce the winning at all cost, the hired guns, guest playing mercenaries , and crazed academy parents, along with larger fields moving to 11v11 at age nine. We need to implement institutional control. All clubs have more than enough teams around the city to create leagues in house. Restrictions on field size and regulation on play restrictions and number of players on the field at certain ages would be the start towards development and learning rather than recruiting.
Select would be where we decide who is the top team.
3v3 would be handled the same way. Creating what originally was a great idea for extra touches that became just a trophy hunt!

The draw back is it would not benefit every club out there, but if you can make up a name and advertise a little anyone can make a club. Just as ECNL seems to have to many clubs in its system north texas is way over saturated with clubs.
Institutional control, I believe starts with reducing the amount of opinions developing our young players.
