2 teams are moving up? I thought that it was only 1 that got promoted? Did something change?

It usually is two, but was only one last year due to reduction of teams from 9 to 8 im D1 for U15.

When did 2 teams start moving up?

I just looked at the 98, 97, and 96 age groups for U15 into U16, and the top two D3 teams moved up every year going into U16. For the 96's, the Solar White team moved to D1 (must have been a club bye) and the 3rd place team from U15 D3 moved up to U16 D2.

The current rules on the LHGCL website clearly say that two teams move up from U15 D3 to U16 D2, and also for every other age group D3 into D2 except U12 and U14.
