N+1 Roster for retaining bye

I've looked all over the pysa site and searched several places, but I can't seem to find what the definition of N+1 means exactly. How many do I need to have returning to maintain a bye?
And PPL used to allow LH's teams that were relegated and then did not qualify, a spot in PPL D1. However their rules no longer state that to be true. It just mentions something about it will be left up to a committee.
Any insight would be helpful.

"N+1" means 1/2 of roster size(rounded up) + 1
roster size is usually as of the April 1 freeze date after which there are no releases allowed
