She can practice, tryout and attend camps for any competitive team. It can change week to week.
To guest play in tournament, your current coach and home association would need to sign the guest player form until June 30.

We are looking to move to a select team, so she need to wait until June-July to be in a select team roster?

On or after July 1st your dd can be rostered with a select team.

Bottom line is that your player is owned by the team and permission must be acquired from current coach to practice with another team or a private coach, and a guest play form is required for tournaments and includes any practice sessions leading up to the tournament. In June, a rostered player may practice with any team or coach without permission, but guest playing forms are required for tournaments. Contracts may be signed with competitive teams on or after July 1.

Although I think you misread the rec guest player limitations. Guest playing for a competitive team doesn't limit your options for the following year. It only applies to the rec teams.
"The recreational guest player may not be transferred or added to the hosting team’s recreational roster for the remainder of the current soccer year, and all of the following soccer year, unless the player transfer is approved by the player’s home Member Association."
