It comes down to whether the team you want to guest play for is registered with US Club Soccer or NTSSA.
If you are guest playing for another team registered with US Club Soccer, you need to make sure you are still not on the online US Club Soccer roster of your old team. If you are, you will need a US Club Soccer Player Loan Form signed by the coach of your old team OR get your old team to ask US Club Soccer to release you from their team's US Club Soccer roster, so you can be added to the US Club Soccer Roster of the team you want to guest play with.
If you are guest playing for an NTSSA team, you will have to register your child as an Academy player with the NTSSA home association that you do/should play NTSSA rec, based on where you live. Once you pay their registration fee, they will give you an NTSSA Academy Player Registration Form. Keep the original, and give a copy to any NTSSA academy team that you want to guest play with.

To add a layer of difficulty to the hypothetical, assume the player has the US Club soccer release from the old club AND that the new hosting team is also a US Club Soccer team, but is from outside of Texas. Is it possible to be rostered with an out of state team, at least for one event?

regardless of league(s), if a player has a release, unless specified on release, player should be free to play anytime, anywhere, for anyone

We went through this when our then 6 year old switched clubs. We actually had to get a release to roster a 6 year old with a different club. Something is wrong with that.

If you only played for NTSSA academy teams and you were willing to pay anywhere from $25 to $110 to your rec home association for your academy release form.

As far as I know, there is no rule saying you must live in the state where you are rostered. US Club Soccer is big in the Northeast. States are much smaller and closer together, so it is probably pretty regular to see a players from NJ and NY on the same US Club team roster.
