How will selection of teams to play in the Premier league work out with teams moving up in age or down (depending on your perspective)?  Also how many slots are allotted for premier league by age group?

Picking a random age group for the following example:   If the top 6 teams of U15 move to U16 next year and say the top 6 teams of the current U16 stay in U16 next year, would they keep all 12 teams in D1?  and which teams would get an invite to premier league?
