It's possible that's changed (and someone please correct me if it has), but I would be surprised. Scheduling conflicts, especially with regional travel involved, would be a nightmare, and now you are talking about basically tripling the # of games from ~15 to ~45 in a year. God bless the parents and DD's who would sign up for that!
I'm sure several of those teams are playing LH plus 1 regional league, but don't know who is playing what yet.

so now premier league takes a hit, sanctioned by NTX/USYSA, if LH is now funneling to Champions league, US Club sanctioned... this just gets better and better every day.

My understanding is there is no secret here, and no "funneling". I don't know the exact "mechanics" of the process, but my understanding is that Region 3 PL has an agreement that they will accept "x" # of teams from LH, and that it's up to LH to extend those invitations. My understanding is that the "at large" teams in TCL are invited in the same manner, through LH.
I don't know how things worked out exactly with the AP transition, but I was told that LH would offer invitations to BOTH PL and TCL to the top 3 finishers in D1 in each age group. It was up to the individual teams to decide which regional league invitation they want to accept, but they would have to choose one or the other. Again, maybe that's changed and I just don't know about it, but I haven't heard anything along those lines.
The 4th place team in D1 would get an invitation to PL, and would get an invitation to TCL if one of the 3 teams above them chose PL instead of TCL. I was told that LH would not go beyond the 4th place finisher to fill a TCL spot (assuming that spot would just stay empty and there would be 1 less team in the league?), not sure how far down the standings they would go for PL spots. Again, all of this is what I was told a few weeks ago, but I am not aware of any changes.
There was also talk that going forward, TCL would have some kind of challenge based system for the "at large" teams, but haven't heard any details recently.

Looks like all of the top 4 from LH U15 last year (Kicks, Solar Bates, Sting North, & TSN) elected to play in U17 PL. No OFC in U17, but they are there in U16 & U15. Only see 2 LH teams each in PL U16 & U15, so I'm guessing there's at least a couple of teams from those age groups that will be playing TCL as either Composite or At-Large teams.
