Past history seems to indicate that a D3 team once relegated must go to QT. Any unclaimed byes only open more spots for QT.

If you set up a "true" crossover, how would you seed it? If you put the top two seeds on different sides of the crossover then they would have to play each other. The whole point of seeding is that the top seeds play the lower seeds. So instead, then you would put the top two seeds on the same side. That works for the top seeds, but one of the middle seeds gets screwed in that format. Which then leads to this format. Strange yes. But not abysmal. Unless you are a bottom seed in that group.
I hear you, and I get what you are saying. In this case I wouldn't be against the top two seeds in the same group, at least all would play the same teams ( the three teams in group 1 would play the three teams in group 2)... BUT truth be told I would be more in favor of each group having a "top, middle & low" seed and then playing the other group. I don't care that one top seed might beat the other and allow a middle or low seed to knock them out... too bad.. if you can't get the job done then you don't go through..... make sense?

Regarding cross over play in brackets C & D, if you can't get points off the 3rd and 4th seeded teams you are simply not going to make it anyway. The deck is stacked against you though, I agree. BUT, the 3rd and 4th teams are not juggernauts!

Maybe they are holding onto it until QT is over in hopes of attracting a team that didn't quite make it.
A bye could turn into a commodity to be sold to the team / coach willing to pay the highest dues. And of course no scholarships.

Uh, gee, I don't know how it happened but my entire preliminary roster has changed.
( Not saying this is actually happening , just that it's marginally feasible )
