Yes because these coaches always get it right at 10-years old. Know a kid pretty well who was 3rd team at the start and Regional team a few years later.
ODP is different for every single kid, so blanket statements really are of no value.
Based on forum comments, less and less top players come out each year and there are more teams in the first year. It sounds like any player can get promoted by simply coming out each year. Returning players don't even have to try out. Am I misunderstanding?

All things being equal, there is still tremendous value in the program if you make Regional Team. Exposure to lots of college coaches and kids you'll wind up playing with/against at the next level. But no, you won't make that team just by showing up.
