Good luck. We look semi-functional compared to Houston. Hopefully timmyh will chime in or PM you.

Re: Houston/Katy Soccer Scene
TLDR... Try out for Albion. If she makes one of the top two teams (ECNL or Elite) accept the spot. If placed on a team lower than those two teams, Dash West or SG1 will be a better option. Go train with both, and pick the best fit.
Long version...
Albion is the biggest club in the area and will almost certainly have a team that is a competitive fit for your girl. Checking out their practices would be tops on the list.
The Dash just opened up a new campus on that side of town, Dash West. They have decent 04 and 03 teams for Houston, but a cut below LH D2 quality. Still, the Dash have some supplemental things like the City teams or guesting for other teams that could make them attractive. Although if your girl is good enough for a Dash City/FDL (or DA), I would just go to Albion and stay local and save on the the commute across town.
SG1 also has decent 03 and 04 teams for Houston. A small club with pretty good coaching that mostly picks up players unsatisfied with Albion for whatever reason, their players seem to really enjoy the atmosphere.
All three of those clubs should be within a reasonable drive from anywhere in Katy. If your daughter has designs on playing in college and you aren't interested in long commutes, Albion is almost certainly going to be your best option by a wide margin if she can make one of their top two teams.
If her sights are set a little below that, then I would skip Albion (who., like many clubs, generally do not care very much about any team below their top two teams - Albion ECNL or Albion Elite). I would recommend either SG1 or Dash West. Their top teams in both the 04 and 03 age groups will be fairly equal to Albion's 3rd team, but will be given a lot more attention as they are those club's top teams at that campus. Check out both and pick the one she enjoys more.
