Well, the tournament could uninvite the guest refs from Mexico and leave them there. They could also decline the refs that can't speak English here from North Texas. Of course, then there wouldnt be enough refs for all the games and they'd have to decline teams from playing in the PLD. maybe one of those teams would be your team so you'd be searching for another tournament to play in after you get declined. So you'd apply for another (read:lesser) tournament across town or out of town. All the "good" English speaking refs would be working PLD because that's the premier tournament around town. Your team, after getting declined from PLD cuz there aren't enough refs, would be in another tournament with all the non-English speaking refs that got declined from PLD also. So you'd still end up with the same ole refs that couldn't communicate. Damn shame....

Technically, that could mean that the AR is just trying to get the CR's attention. If he points a direction and the ball is in play, then that's correct. The AR can do the same gesture when the ball is out of play, just to get the CR's attention.

You are spot on about what the CR instructs the ARs to do in the pre-game conference. Some ARs are stripped of their powers altogether. It's a shame. This is why I wish crews travelled together, but it's impossible.
My instructions to AR's is usually, "Call what you see in front of you, but let me have first shot in the box. Also, if you hear any dissent or abuse towards you from the parents and/or coaches, get my attention. Remember to maintain eye contact with me." That's just my style, but it varies from CR to CR, like you said.

Close but no cigar. waving a shiny flag this way out, that way out etc. they can call fouls but many just want to point.... By assuming I have never been to that specific game ( I have not ). That proves Refs need to speak English in Dallas Youth Soccer???

(Which by the way she had it right) All -in all her experience was confidence building.
I wonder if the Tournament Organizers could have done a better job of publizing that referees would be traveling from out of the DFW area for this event and would be from Mexico. Maybe at the Manager's meeting, having discussed it in more detail would have laid out more info for the managers to share with teams and parents. Not sure if that would have helped. Wasn't at the managers meeting so don't know if that happened.
Regarding having to speak english, I don't think that is such a big deal, as there is a common non verbal language referees use during the game. Although "play on" would be helpful for all refs to use. If anything, I saw an instance where a non-spanish speaking ref had issues with a spanish speaking spectator who would not move away from the back of the goal area. The ref was using clear non verbal motions by pointing at the person and pointing to the sidelines, while politely asking him to move. The specator immediately transitioned into body language that seemed to say: "what bro, I don't understand what you are saying"... and he didn't move ...total disrespect.
